About this role

The Opportunity

The Registrar, Land Titles, directs the operations of the Yukon Land Titles Office and staff, and ensures the integrity of the Torrens system of land registration in the Yukon. The Registrar administers the Land Titles Act, 2015 and the Condominium Act, 2015, as well as many other federal and territorial statutes dealing with registration of interests in land. The Registrar is responsible for establishing practices and standards respecting surveying and conveying land, to ensure reliability and security of title. The Registrar is appointed by Order in Council and is empowered to make quasi-judicial decisions. that may only be overturned by the Supreme Court of Yukon.

Essential Qualifications

Please submit your resume clearly demonstrating how you meet each of the following qualifications – specifically, how your work experiences and related duties align with the essential and asset qualifications listed below. Please include the month and year you started and ended a job when you list your work experience. This allows us to accurately calculate the length of time you were in the position.

  • Member in good standing of the Law Society of Yukon, or eligible for immediate admission to the Law Society of Yukon including the completion of articling hours.
  • Significant experience interpreting, applying and making decisions under complex legislation and regulatory frameworks, preferably in the areas of real property law, land registration, administrative law, or related legal fields.
  • Significant experience providing legal and strategic advice to diverse stakeholders, including legal counsel, government departments, public agencies, municipal and Indigenous governments, and members of the public.
  • Experience working with electronic records, registry, case management, or other enterprise information systems, including the ability to adapt to new technologies and support process improvements.
  • Experience exercising independent judgment in the interpretation and application of legislation, policies, or legal principles in a decision-making, advisory, or adjudicative capacity.

Desired Knowledge, Skills and Suitability

In addition to the essential qualifications listed above, candidates should have and may be assessed on the following:

  • Advanced knowledge of real property law, land registration principles, and related areas of Canadian and Yukon law.
  • Knowledge of Yukon First Nation Final Agreements, Self-Government Agreements, Settlement Land regimes, and their intersection with land administration and registration.
  • Excellent legal research, statutory interpretation, and legal analysis skills.
  • Demonstrated ability to analyze complex legal, regulatory, and operational issues, exercise sound judgment, and make well-reasoned decisions in situations involving competing interests or ambiguity.
  • Exceptional written and oral communication skills, with the ability to explain complex legal concepts clearly to legal professionals, stakeholders, and members of the public.
  • Demonstrated ability to build productive relationships and manage challenging interactions with professionalism, diplomacy, fairness, and integrity.
  • Understanding of real estate transactions, commercial practices, and the broader land development and property registration environment.
  • Understanding of information management, digital service delivery, and opportunities to enhance registry operations through technology.
  • Ability to collaborate with technology professionals, vendors, and stakeholders to support modernization initiatives and the implementation of registry systems.
  • Experience leading, mentoring, developing, and supporting professional and administrative staff in a collaborative team environment.

Additional Information

This is a designated position within the Yukon public service which requires the following condition(s) of employment and job requirements:

  • Willingness to travel both within Yukon and outside of the Territory
  • Work evenings and weekends as required.

Compensation Details

$124,714.00 - $173,843.00
