This competition will certify candidates for future Human Resource Consultant I (AR11) and Human Resource Consultant II (AR13) opportunities across the Government of Yukon, including permanent, term, seasonal, auxiliary on-call and casual positions.

How the HRC Registry works
- Apply to the HRC Registry.
- If your resume is screened in, you will complete a written assessment.
- If successful, you will be invited to an interview.
- After the interview, we will tell you whether you are certified.
- If certified, you can apply for HRC I and HRC II jobs across government. Because the main assessment is complete, future hiring may be faster and may only include a short fit interview and reference checks.
About the roles
HRC positions provide advice and support across a range of HR functions, depending on the certification level and role. Work may include recruitment, labour relations, accommodations, job descriptions, organizational design, workplace culture and change management.
- HRC I (AR11: $74,307 to $86,038) roles focus mainly on recruitment and staffing. They support hiring planning, job postings, assessment tools, hiring panels, candidate assessment, reference checks and fair competition processes. They may also support other HR processes, such as classification and accommodations.
- HRC II (AR13: $81,258 to $94,165) roles provide broader HR advice on recruitment, labour relations, performance management, accommodations, grievances, job and organizational design, and other complex HR matters. They help departments assess options, manage risk, apply legislation and policy, and make sound decisions.
Essential qualifications

- Experience providing human resource services in two or more areas, such as recruitment, pay and benefits, classification, labour relations, disability management, or other relevant areas.
- Experience giving strategic advice to management, including analyzing issues, recommending options and supporting solutions.
- Experience applying legislation, collective agreements, policies or directives related to human resources.
- Post-secondary education in human resources, education and training, public administration, law, business, humanities or a related field is considered an asset.
Candidates who have education, training or experience equivalent to the essential qualifications, listed above, may be equally considered.

Candidates will be assessed through the written assessment and interview using the HRC I profile, the HRC II profile, and the criteria below:
- Client advisory and influencing skills, including the ability to provide sound recommendations to managers and employees.

- Communication skills, including the ability to explain complex HR processes and legislation to different audiences.
- Relationship-building and stakeholder engagement skills to work effectively with clients, HR partners and stakeholders.
- Self-awareness and interpersonal skills, including active listening, adaptability, tact, diplomacy, and the ability to give and receive feedback.
- Initiative, accountability, organization and time management skills to manage competing priorities and deliver high-quality client service.
- Commitment to continuous learning, professional development, leadership growth and knowledge sharing.
