About the branch

The Operations and Programs Branch is an exciting, fast paced area that provides essential municipal-type services to unincorporated Yukon communities in a sustainable, client focused and efficient manner. The branch develops strategic plans and evaluates service delivery standards to meet the unique needs of unincorporated communities, ensuring alignment with budgets and standards.

The branch operates water treatment plants in unincorporated communities and manages nine wastewater treatment facilities. Additionally, the branch manages solid waste facilities, supports recycling depots, and oversees recycling processors in the territory. The branch conducts it’s work with a diverse matrix of Yukon Government employees, consultants, contractors, and partnerships with First Nations, municipalities, local governments, and non-profit societies to implement and manage these services. The branch promotes long-term viability and environmental stewardship.

Through its efforts, the Operations and Programs Branch plays a vital role in enhancing the quality of life for residents, supporting community well-being and development across unincorporated Yukon communities.

About the Position

The Director of Community Operations is responsible for planning, evaluating, and directing the delivery of sustainable municipal-type services to unincorporated Yukon communities. This position oversees the establishment of sustainable services levels based on budgets and standards while directing the implementation of safe potable water, wastewater management, solid waste facilities, recycling initiatives and programs, street lighting, walking bridges, and the mosquito control program. Services are delivered through a matrix of direct and indirect YG employees, consultants, contractors, and agreements with First Nations, municipalities, local governments, or non-profit societies.

The role of the Director of Operations and Programs is crucial in ensuring that unincorporated Yukon communities receive essential local services that are safe, sustainable, and compliant with regulatory standards, ultimately enhancing the quality of life for residents.

Essential Qualifications

  • Degree in business administration, Environmental Studies or relevant studies in a related field
  • Experience working with operational budgets
  • Experience supervising and/or managing staff
  • Experience managing and administering local services
  • Experience working in government settings, demonstrating strong political acumen.
  • Experience establishing municipal service standards, or infrastructure asset management related to the operation and maintenance of local infrastructure.
  • Experience managing competing interests of the public and diverse partners and stakeholders while applying effective conflict resolution and relationship management skills.

Candidates with an equivalent combination of education and experience may be equally considered.
