Branch: Investigations & Program Integrity (IPI) - Eligibility Review Team.
The Investigations & Program Integrity branch is dedicated to safeguarding public funds, ensuring legislative compliance, and maintaining public trust in Alberta's social benefit programs. The Eligibility Review Team is responsible for the operational delivery of targeted compliance reviews, risk assessments, and complex data-driven fraud prevention initiatives across major assistance programs, ensuring that benefits are delivered accurately and fairly to eligible Albertans.
Role Responsibilities
Reporting to the Program Integrity Manager and collaborating with Investigations and Program Integrity (IPI) leadership, the Eligibility Review Team Lead manages and participates in the work of the Eligibility Review Team within the Ministry of Assisted Living and Social Services (ALSS).
The Team Lead provides direct supervision, mentoring, and support to a team of seven (7) Eligibility Review Workers (ERWs) based in Edmonton and Calgary. This position oversees and coordinates the operational delivery of targeted compliance reviews, and complex data-driven fraud prevention initiatives to safeguard public funds and maintain program integrity across Alberta's benefit programs.
Key responsibilities include
Team Supervision & Development
Supervise, mentor, and coordinate a team of seven (7) Eligibility Review Workers (ERWs) across Edmonton and Calgary regional offices, managing workloads, performance agreements, and scheduling to maintain continuous operations.
Quality Assurance & Auditing
Serve as the primary compliance authority by establishing quality control standards and conducting systematic file audits to ensure all reviews, client interviews, and files are thorough, objective, and legally sound.
Caseload Coordination & Program Approvals
Provide expert technical guidance on high-priority cases, track fraud conviction ineligibility periods, and authorize formal Requests for Investigation (RFIs) or overpayment recovery referrals.
Strategic Alignment & Reporting
Translate broad departmental goals into functional unit-level targets, guide the team through technological/policy changes and compile performance metrics for leadership.
Stakeholder Collaboration & De-escalation
Collaborate with program managers, frontline offices, and federal partners to verify data, and mediate highly contentious eligibility disputes or appeals with the public.

Qualifications
A bachelor’s degree in a related field (such as Criminal Justice, Police Studies, Public Administration, Law, or Social Work) combined with at least four (4) years of progressively related experience in regulatory reviews, investigations, compliance auditing, or program supervision.
Equivalencies: Standard Government of Alberta equivalencies may be considered (e.g., a related diploma plus six years of progressively related experience; or a related master's degree plus two years of progressively related experience).
Technical Competencies
Legislative Expertise: Extensive knowledge and experience in the interpretation and application of social benefit legislation, specifically the Income and Employment Supports Act (IESA) and Regulations, the Assured Income for the Severely Handicapped (AISH) Act and Regulations, Protection of Privacy Act (POPA/PIPA), and Alberta Public Service Codes of Conduct.
Supervisory & Leadership Skills
Proven ability to supervise, lead, and develop a professional team; skilled in managing workloads, evaluating staff performance, managing team dynamics, and conflict resolution.
Analytical & Auditing Aptitude: Strong operational expertise in compliance, data analytics, and database case management systems to identify risk trends, verify eligibility criteria, and detect system vulnerabilities.
Excellent Communication & De-escalation: Highly developed written and verbal communication skills, including the ability to write executive case summaries, draft operational reports, represent the department in appeals, and professionally de-escalate client or stakeholder conflict.
