File Hills QuAppelle Tribal Council (FHQTC) is seeking a strategic and financially skilled Executive Director of Finance and Administration (EDFA) to provide senior leadership across FHQTC and affiliated Touchwood File Hills QuAppelle (TFHQ) entities. Reporting to the Tribal Chief and/or Board of Directors, the EDFA will align financial stewardship, governance, organizational performance, and operations to support long-term sustainability and the priorities of FHQTC and its member First Nations.
Key responsibilities include advising leadership and the Board on strategy, risk, financial performance, and governance; ensuring compliance with legislation and funding agreements; representing FHQTC with First Nations leadership, governments, funders, and partners; and building high-performing teams.
The EDFA will oversee financial management, including budgeting, forecasting, audits, reporting, internal controls, risk management, cash flow, investments, payroll, procurement, and financial systems. The role will also oversee HR and corporate administration, organizational policies, change initiatives, and continuous improvement.
Applicants should hold a bachelors degree in Finance, Accounting, Business Administration, or a related field; a CPA designation is an asset. At least seven years of progressive senior leadership experience is required, ideally within a First Nations, public-sector, or non-profit environment. Candidates should have strong financial and strategic skills, executive leadership experience, governance knowledge, and excellent communication and relationship-building abilities. Knowledge of Indigenous governance, culture, and community priorities is highly valued.
