The Government of Manitoba is seeking experienced HR Professionals in the role of Manager, HR Business Partners. As an integral member within the HR Business Services team, you will play a key role in driving organizational culture through supporting your assigned client departments, and leading and coaching a team of strategic HR professionals.
Duties
The Manager, HRBP leads a team of HR Business Partners (HRBPs) in the delivery of strategic human resource services to assigned client departments. The position provides leadership, advice and guidance on complex HR, labour relations, workforce planning and organizational matters to support departmental priorities while ensuring alignment with legislative, contractual, policy and government requirements. The Manager also supports collaboration between client departments, HRBPs and Centres of Expertise to resolve complex issues, implement HR initiatives and meet client service needs.
Qualifications
Essential
Post-secondary education specializing in human resources, labour relations, business/public administration, or a related discipline; or an equivalent combination of related education, training and experience
Significant experience leading, supervising, coaching and developing human resource professionals or teams, including managing workloads, establishing priorities and supporting performance excellence
Significant experience delivering strategic human resource advisory services to managers and senior leaders in a complex unionized environment
Experience developing and implementing human resource strategies, plans and initiatives that support organizational and operational objectives
Experience providing advice and guidance on complex labour and employee relations matters, such as investigations, grievances, discipline, collective agreement interpretation, workplace conflict, arbitration, or performance management
Experience supporting organizational change, organizational design, workforce planning, job design, restructuring initiatives or staff redeployments
Experience building collaborative, client-focused relationships with diverse stakeholders, including senior management, unions, HR colleagues, Centres of Expertise and other internal or external partners
Experience coordinating and resolving complex or escalated human resource issues involving multiple stakeholders, including specialized HR service providers or Centres of Expertise
Strong political acumen, judgement and problem-solving skills, with experience providing advice on complex, sensitive or high-risk matters
Strong verbal and written communication skills, with the ability to explain and navigate complex HR, policy, legislative and collective agreement matters to/with diverse audiences
Ability to prioritize competing demands, manage multiple priorities and projects simultaneously, and deliver results in a complex and fast-paced environment
Desired
Experience contributing to HR policy development, process improvement, corporate projects or enterprise-wide initiatives
Experience supporting collective bargaining, mediation, conciliation, arbitration or other dispute resolution processes
Conditions of Employment
Must be legally entitled to work in Canada
Must provide and maintain a satisfactory Criminal Record Check, additional security checks may be required for some positions
Must be able to travel within the province by air and ground transportation
Must be able to work overtime as required
