Role Responsibilities
Reporting to the Director of Financial Policy and Operations, the Manager, Procurement, Contracts, and Grants is responsible for providing expertise and overseeing the delivery of legal review, analysis, and approval services to Primary and Preventive Health Services (PPHS) for grant agreements, contracts, and procurement documents, in accordance with PPHS policies and established requirements.
This position is an essential resource within the Ministry and is responsible for managing a diverse range of projects and initiatives as assigned by the Director of Financial Policy and Operations. The Manager provides strategic advice, consultation, and subject-matter expertise to support PPHS operational and business needs. As required, the Manager also works closely with in-house legal counsel responsible for master agreements for PPHS, providing consultation and expertise to support the development, review, and management of these agreements.
Responsibilities include
Lead the Ministry’s internal financial forecasting process and provide monthly reporting to the Executive Team to support informed decision-making, including reviewing divisional forecast submissions for completeness, accuracy and reasonableness.
Provide practical contracting solutions and advice to Health management, professional staff and co-workers that balances business needs with compliance issues.
Lead the development and implementation of best practices in preparation and administration of agreements; licenses, memoranda of understanding and other legal documentation.
Enhance organizational effectiveness in contracting through collaboration with ADM offices and co-worker.
Provide all services in a high-volume work environment that ranges from administrative processing to the resolution of unique contractual matters, all of which must be completed within short time frames.
Manage ad hoc projects involving complex analysis and project coordination within urgent or sensitive timelines.
Forecast or anticipate emerging issues in the management of relationships between Health and third-party contractors and grant recipients.
Coordinate and participates in ad hoc projects as directed by Director, such as drafting and research.

Qualifications
Required
A University degree with a focus in Finance, Law or a related field supplemented by 5 years related experience.
Related experience or education may be considered as an equivalency on a one for one basis.
Assets
Strong knowledge and experience in grant, contract, and procurement review, including providing sound advice and recommendations.
Demonstrated ability to collaborate with legal counsel, financial services, procurement, risk management and program areas to address complex business matters.
Experience interpreting and applying government policies, directives, legislation, and established practices to support consistent and compliant decision-making.
Strong risk management and analytical skills, with the ability to identify issues, assess impacts and provide practical, risk-informed recommendations.
Excellent consultation, communication, and relationship-management skills, with experience working effectively with internal stakeholders and external government partner.

Term of Employment – Full time.
Location – ATB Place North Tower Edmonton.
