We're looking for a
Manager, Business Relations & Delivery Services
to help shape and deliver some of Alberta's most important health technology initiatives. In this role, you'll lead a talented team, partner with executive leaders and stakeholders across government and the health system, and help ensure that major digital investments deliver real value for Albertans. This is an opportunity for a strategic thinker, relationship builder, and delivery-focused leader who enjoys bringing people together to solve complex challenges and turn ambitious plans into tangible results.
What You'll Be Doing
As the Manager, Business Relations & Delivery Services, you'll provide leadership for the Ministry's project and portfolio delivery functions, helping guide initiatives from concept through implementation and benefits realization.
You will
Lead the delivery of strategic Information Management / Information Technology (IM/IT) initiatives and portfolios that support Ministry and health system priorities.
Support business case development, project investment planning, prioritization, and governance activities.
Provide oversight of project budgets, expenditures, risks, performance, and benefits realization.
Build and maintain strong relationships with leaders, program areas, delivery partners, and vendors.
Guide procurement, contract management, and vendor partnerships in a complex multi-vendor environment.
Lead and mentor a team of professionals, creating an environment where people can learn, grow, and do their best work.
Lead the Project and Portfolio office and drive continuous improvement of project, portfolio, and governance practices across the organization.
You'll also play a key role in enabling high-profile digital health initiatives that improve service delivery, accessibility, and integration across Alberta's health system. You're a confident leader who knows how to balance strategy, delivery, governance, and people leadership.

Overseeing the IM/IT investment management process for the Ministry, this position needs to be aware of current/future funding constraints, upcoming legislative changes that either affect Ministry systems or be supported by Ministry system changes, the broader Health System current needs, future needs, and international trends.

Manages the Project and Portfolio office, this position creates, manages, and educates on the various Practices within, including Project Management, Business Analysis, Procurement, Organizational Change Management (managing complex change). Leverages relationships to build input and perspective. Ensures that EIPC is engaged in IM/IT investment decisions. Ongoing roadmapping exercises are driven by business needs and performed collaboratively with program areas and applicable Divisional teams, incorporating feedback where appropriate.

Encourages development and integration of emerging methods. Develops strong learning materials for all Practices within the PMO. Trains Staff on these Practices and encourages cross-team training and development.
Drive for Results
Takes and delegates responsibility for outcomes. Responsible to ensure Staff understand accountability to successfully deliver assignments on time and within budget. Success in delivery involving multiple stakeholders starts with strong communication and collaboration, followed by consistently applying the PMO Practices (which are designed to facilitate effective communication and collaboration).
Qualifications
Minimum Recruitment Standards
University graduation in a field related Computer Science, Computer Engineering, or in a related field supplemented by four (4) years related experience.
Equivalency: Directly related education or experience considered on the basis of:
1 year of education for 1 year of experience; or
1 year of experience for 1 year of education.
Requirements

Significant experience delivering large and complex IM/IT projects and initiatives.
Experience leading teams and developing high-performing staff.
Strong stakeholder engagement, facilitation, and relationship-building skills.
Experience with vendor management, procurement, and contract oversight.
Strong project, portfolio, financial, and governance management capabilities.
Assets
of the position are
Experience working within government or the broader public sector.
Experience managing outsource vendors and service providers.
Project Management certification (PMP or equivalent).
Experience working within healthcare or health technology environments.
Minimum recruitment standards

Notes
Hours of work are 08:15 AM to 04:30 PM, Monday to Friday. Full-time permanent position working 36.25 hours per week in downtown Edmonton.
