Manitoba Health, Seniors and Long-Term Care is currently seeking a Manager, Registration and Client Services for the Insured Benefits Branch. The Insured Benefits Branch of Manitoba Health, Seniors and Long-Term Care handles health insurance coverage, registration, and health cards.

Duties
Reporting to the Director – Registration, the Manager provides leadership to supervisors and staff within Registration and Client Services (RCS). The position is responsible for the operational management, regulatory compliance, and effective delivery of multiple provincial health registration programs, ensuring consistent adjudication and client-centred service in determining eligibility under the Manitoba Health Services Insurance Plan.
Qualifications
Essential
Post-secondary education in public administration, business administration, or an equivalent combination of education, training, and senior-level experience.
Experience managing multi-channel service delivery, including in-person, contact centre, and digital services, with responsibility for performance and operational improvement.
Demonstrated leadership experience, including staff supervision, coaching, performance management, workforce planning, and labour relations.
Strong organizational and resource management skills, with the ability to prioritize competing demands and deliver results in a high-volume environment.
Excellent written communication skills, including preparing briefings, reports, correspondence, and decision documentation.
Excellent verbal and interpersonal communication skills, with the ability to influence, present information, and build effective stakeholder relationships.
Extensive experience interpreting and applying legislation, regulations, policies, and procedures in a regulatory environment, including investigations and appeals processes.
Strong analytical and strategic thinking skills, with the ability to assess risks, identify gaps, and develop evidence-based recommendations.
Experience maintaining data integrity and accountability through records management, reporting, monitoring, and audit processes.
Desired
Proficiency with Microsoft Office (Word, Excel, Outlook and MS Teams)
Knowledge of The Health Services Insurance Act.
