Role Responsibilities

Senior Policy Advisor (PS4)

Key Responsibilities

Lead the research, analysis, and development of strategic policy initiatives that support ministry priorities and improve system outcomes.

Provide expert policy advice, recommendations, and project leadership on complex, high-profile, and sensitive issues.

Prepare executive-level briefings, presentations, correspondence, speaking notes, and decision-support materials for senior leadership.

Coordinate and manage policy projects, ensuring timelines, stakeholder engagement, and deliverables are successfully achieved.

Engage and collaborate with internal and external stakeholders to inform policy development, strategic planning, and program improvement.

Facilitate working groups, consultations, and engagement sessions, synthesizing diverse perspectives into actionable solutions.

Monitor emerging issues, assess risks and opportunities, and provide timely strategic advice to support informed decision-making.

Build strong partnerships across government and the health sector while mentoring team members and contributing to branch and departmental priorities.

Policy Advisor (PS3) & Strategic Policy and Project Analyst (PS3)

:

Key Responsibilities

Support the planning, coordination, and delivery of strategic workforce planning, policy, and cross-ministry initiatives.

Develop and maintain project management tools, schedules, and progress reporting to support successful project execution.

Contribute to policy research, analysis, and development by gathering evidence, evaluating options, and supporting strategic decision-making.

Coordinate meetings, workshops, stakeholder engagement activities, and governance committees, including preparing materials and summarizing outcomes.

Prepare high-quality briefings, presentations, speaking notes, agendas, and correspondence for senior executives and ministry leadership.

Monitor emerging issues, analyze impacts, and assist in developing strategic responses, recommendations, and issue management materials.

Build and maintain collaborative relationships with internal and external stakeholders to advance ministry priorities and policy objectives.

Understand, articulate and balance ministry priorities and interests with those of the broader GOA.

Identify opportunities to improve processes, strengthen operational effectiveness, and support the achievement of branch goals and priorities.

Qualifications

Senior Policy Advisor (PS4)

A university graduation in a related field (Arts, Public Administration, Business Administration, Health Administration, and Labour Relations) plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalencies

:  Directly related education or experience considered on the basis of:

1 year of education for 1 year of experience; OR

1 year of experience for 1 year of education.

Policy Analyst (PS3) Policy Advisor (PS3) & Strategic Policy and Project Analyst (PS3)

:

A university graduation in a related field (Public Administration, Political Science, Social Science, Health Policy, and Health Sciences) plus 2 years progressively responsible related experience; or equivalent as described below.

Equivalencies

:  Directly related education or experience considered on the basis of:

1 year of education for 1 year of experience; OR

1 year of experience for 1 year of education.

Preferred Experience

Experience conducting policy research, analysis, and developing recommendations to support evidence-based decision-making and strategic initiatives.

Experience preparing briefing materials and providing decision support to senior leadership within a public-sector environment.

Knowledge of policy research methodologies and the ability to synthesize complex information into clear, actionable advice.

Experience coordinating projects and collaborating with stakeholders to advance policy, planning, and program priorities.

Sound knowledge of different approaches to research and ability to apply the appropriate methodology to each situation.

Experience developing policy analysis, project management, evaluation and monitoring workflows.
