The Innovation, Privacy, and Stewardship (IPS) division is accountable for the Alberta Technology and Innovation Strategy (ATIS); innovation programs and governance; protection of personal information; enterprise information management and technology policy, training and awareness; business relationship management with partner departments; project management; and business reporting.
Within the IPS division, the Enterprise Strategic Operations (ESO) Branch is accountable for enterprise IT reporting, project management, and IMT communications, training, and outreach. Within ESO, the Awareness, Training and Outreach Unit provides expertise in communications, training, and outreach to promote TI services and resources across the Government of Alberta (GoA). The Unit supports accelerating the adoption of technology and innovation to deliver better, faster, and smarter services and Alberta becoming the most AI-enabled public service.
Role Responsibilities
Reporting to the Manager, Instructional Design and Delivery, the Senior Specialist is the most senior professional role within the IDD team. The position provides advanced expertise, strategic leadership, quality assurance, and mentorship related to the design, development, delivery, and evaluation of enterprise learning solutions.
The responsibilities of this role include
Lead the analysis of complex business needs and design high-impact learning strategies aligned with organizational priorities.
Design, develop, and deliver innovative learning solutions using instructor-led, virtual, blended, self-directed, and experiential approaches.
Leverage AI-enabled and emerging technologies to enhance learning design, development, delivery, evaluation, and continuous improvement.
Develop and maintain learning assets, standards, tools, and resources that support scalable and consistent learning experiences.
Design and implement evaluation and measurement strategies to assess learning effectiveness, behaviour change, and business impact and inform continuous improvement and reporting.
Build strong partnerships with stakeholders, leaders, and subject matter experts to co-design and implement effective learning solutions.
Provide expert facilitation, mentorship, and leadership to advance team capability, innovation, and continuous improvement in learning practices.
To be successful in this position, you will demonstrate:
Use of AI-enabled tools to enhance learning analysis, design, development, delivery, and evaluation.
Ability to engage learners, manage group dynamics, and translate complex concepts into practical learning experiences with workplace applications.
Proven ability to facilitate engaging live training and learning experiences for adult learners.
Strong instructional design expertise, including application of learning frameworks such as ADDIE, 70-20-10, and Kirkpatrick, and adult learning principles.
Experience measuring and evaluating learning effectiveness, behaviour change, and organizational impact.
Strong stakeholder relationship management, advisory, and communication skills.

Qualifications
Requirements
A university degree in a related field (e.g., Education, Adult Education, Online Learning, Instructional Design, Organizational Learning, Learning and Development), supplemented by four (4) years of progressively responsible, related experience.
A minimum of three (3) years experience in instructional design, adult learning, organizational learning, or learning and development.
Experience designing and developing blended, virtual, self-directed, and experiential learning solutions.
A cover letter clearly demonstrating relevant skills and competencies tailored to this position.
Equivalencies
A related master’s degree and a minimum of three (3) years of related experience; or
A related two-year diploma and a minimum of six (6) years of related experience; or
A related one-year certificate and a minimum of seven (7) years of related experience; or
A minimum of eight (8) years of related experience in lieu of formal education.
Assets
Extensive experience facilitating instructor-led training for adult learners in virtual, classroom, or hybrid environments.
Demonstrated ability to engage learners, manage group dynamics, and translate complex concepts into practical learning experiences.
Experience designing and developing blended, virtual, self-directed, and experiential learning solutions.
Experience teaching information management technology (IMT) tools and topics, such as M365 enterprise tools, information management, and/or privacy management.
Experience applying instructional design methodologies such as ADDIE.
