Role Responsibilities
Reporting to the Manager, Program Planning, the Senior Investment Planner leads the development, coordination, and submission of the Annual Capital Plan, ensuring alignment with the government priorities, strategic objectives, asset management principles, and fiscal constraints. The position provides expert analysis and advice on capital investment requirements across the provincial transportation network.
The main responsibilities include but are not limited to:
Responsible for development of the annual Capital Plan Submissions.
Maintain and administrate the Total Project Cost (TPC) repository, ensuring project cost information is accurate, current, complete, and readily accessible to support capital planning, funding decisions, project prioritization, and executive reporting.
Prepare quarterly capital plan reports that summarize project status, costs, forecasts, funding pressures, and emerging risks
Work with Treasury Board and Finance (TBF) on Budget Submissions by coordinating the development, analysis, and preparation of budget proposals, funding requests, and supporting documentation for the capital plan
Support Federal Funding Applications and Programs by coordinating the development, preparation, and submission of applications for federal infrastructure funding opportunities
Develop and update strategic transportation plans that support the government's and the ministry's goals
Collaborate with regional offices, program areas, and delivery teams to support integrated capital planning, project prioritization, scope development, cost validation, and the identification of emerging transportation infrastructure needs and risks.
Prepare briefing notes, reports, presentations, and other decision-support materials to inform senior management, executive leadership, and government decision-makers on capital planning priorities, funding requirements, risks, and investment opportunities.
The branch and the division are supported in achieving the ministry's mandate, goals and objectives.

Qualifications
Requirements
University graduation in a related field such as (Business, Economics, Engineering etc.) plus 4 years progressively responsible related experience.
Related experience includes
Experience working in capital planning, project delivery, financial analysis and budgeting.
Working knowledge of the Government of Alberta's capital planning and financial reporting processes.
Understanding Benefit Cost Ratio Analysis along with database skills using Access, Excel, Power BI, and AI would also be an asset.
Equivalencies
Two years of related diploma plus six years of related experience.
1-year of related Certificate plus seven years of related experience.
A minimum of eight years of related experience in lieu of formal education.

Hours of Work: 7.25 hours daily/36.25 hours per week, Monday to Friday.
Location: Edmonton.
