Role Responsibilities
Reporting to the Manager, Financial Operations & Assurance, the Senior Financial Analyst, Reporting, Compliance & Systems provides leadership and expertise in financial reporting, government disclosures, compliance, internal controls and financial systems. The position plays a critical role in ensuring the Ministry meets legislative, regulatory, and financial reporting requirements while supporting strong governance, accountability and stewardship of public resources.
The Senior Financial Analyst leads complex reporting and compliance initiatives, supports internal and external audit activities, assesses and strengthens internal control frameworks, and provides strategic advice on financial risks and emerging issues. The role also leads business process and systems improvement initiatives, promotes data integrity and reporting excellence, and collaborates with stakeholders across the Ministry and central agencies to support informed decision-making and continuous improvement. The successful candidate will combine strong technical accounting and audit expertise with exceptional stakeholder engagement, analytical, and problem-solving skills.
Key Responsibilities
Lead ministry wide financial reporting, disclosures, and financial consolidation activities, ensuring compliance with legislation, accounting standards, financial directives, government policies, and reporting requirements while providing expert advice on emerging accounting and reporting matters.
Provide leadership in internal control, risk management, and assurance practices by assessing control effectiveness, identifying compliance risks, coordinating audit and assurance activities and developing recommendations that strengthen financial stewardship, accountability, and operational effectiveness.
Serve as a trusted advisor to senior leadership and stakeholders through the preparation of complex financial analysis, management reporting, briefing materials, risk assessments and recommendations that support strategic decision-making and continuous improvement.
Lead financial systems, reporting, and business process improvement initiatives, including system enhancements, compliance monitoring, reporting frameworks, automation opportunities, data quality improvements, and implementation of new financial policies, processes and reporting requirements.
Build and maintain effective relationships with reporting entities, program areas, auditors, central agencies, and external stakeholders, providing guidance on financial reporting, governance, compliance and operational matters while resolving complex issues and promoting accountability.
Provide technical accounting leadership on complex reporting matters, including accounting policy interpretation, assessment of emerging standards, development of reporting guidance, and resolution of issues related to consolidations, disclosures, controls and financial governance.

Qualifications
Required
Accounting designation plus 3 years additional related experience; or equivalent as described below.
Equivalency
University degree in a related field (Commerce, Accounting or related subject) plus 5 years [DT1.1]progressively responsible related experience; or
Related diploma (accounting) plus 7 years directly related experience.
Assets
Experience leading or supporting financial systems and reporting initiatives.
Strong analytical, communication and problem-solving skills.
Supervision experience in a unionized environment is an asset.
Experience delivering timely, high-quality outcomes in high-volume work environments.
Experience in the public sector and knowledge of public-sector accounting standards would be considered an asset.
Proficiency with Microsoft suite, with advanced skills in Excel and SharePoint Online.

Notes
Hours of Work – 36.25 hours per week (full time) Monday to Friday.
Term of Employment – Full-Time.
Location – Telus House At ATB Place Edmonton.
Note: Candidates may be considered on a secondment basis, subject to approval from their home position/department. There may be an opportunity for the appointment to be extended beyond the initial term.
