Role Responsibilities
Are you passionate about strengthening public programs through thoughtful design, evidence-informed decisions and practical change support? In this role, you will help teams connect strategy, evidence and action to deliver better outcomes for Albertans.
Reporting to the Manager, Corporate Harmonization and Change Management, within the Strategic Performance and Innovation branch, the Program Effectiveness & Change Advisor supports the corporate harmonization, effective design and continuous improvement programs, projects and initiatives across the ministry.
This position provides research, analysis, advisory, facilitation, training, and change management support to strengthen program design, strategic planning, performance measurement, reporting, and evidence-informed decision-making across Jobs, Economy, Trade and Immigration.
This position plays a key role in helping business areas connect strategic priorities to practical implementation, measurable outcomes, and clear accountability. Grant-related reviews, reporting, and alignment assessments are supported within the broader scope of program and initiative effectiveness.
Key responsibilities may include
Supporting the development and maintenance of design tools such as logic models and performance measurement frameworks.
Conducting research, analysis, and evaluation activities to support strategic planning, program review, and evidence-informed decision-making.
Helping business areas clarify objectives, intended outcomes, delivery approaches, risks, assumptions, performance measures, and reporting requirements.
Developing reports, briefing materials, options analysis, recommendations, presentations, guidance documents, and decision-support products for senior leadership.
Collaborating with stakeholders to strengthen program design, strategic alignment, accountability, business processes, and consistent practices across the ministry..
Supporting change management activities, including stakeholder engagement, readiness assessment, communications, training, implementation planning, and adoption of new tools or processes.
Supporting grant, funding, and program-related reviews as part of broader efforts to improve program effectiveness, alignment, reporting, and outcomes.
Monitoring trends, best practices and improvement opportunities related to program design, performance measurement, change management, and public sector program effectiveness..

Qualifications
Requirement
A University graduation in a related field; and 4 years of progressive related experience ; or equivalent as described below.
Equivalency: Directly related education or experience considered on the basis of:
1 year of education for 1 year of experience; or
1 year of experience for 1 year of education.
Proven leadership experience managing and coaching technical or professional staff is required.
The ideal candidate will demonstrate
Supporting program design, strategic alignment, implementation planning, and continuous improvement activities.
Conducting program review, research, analysis, and strategic planning activities.
Developing logic models, outcomes frameworks, key performance indicators (KPIs), or business performance metrics.
Developing and implementing performance measurement frameworks, indicators, and reporting tools.
Identifying risks, assumptions, gaps, interdependencies, and improvement opportunities that may affect program or initiative success.
Analyzing complex information and providing practical recommendations to support evidence-informed decision-making.
Preparing briefing materials, reports, presentations, and recommendations for senior leaders and business areas.
Facilitating stakeholder engagement, planning sessions, workshops, or collaborative discussions with cross-functional teams.
Supporting change management, governance or organizational effectiveness initiatives.
Interpreting and applying legislation, policies, procedures, government directives and accountability requirements.
Assets
Experience in program design, project / program management and / or business analysis.
Experience developing logic models, performance measurement frameworks key performance indicators (KPIs), or program evaluation methodologies.
Experience supporting Experience supporting strategic planning, change management, continuous improvement, or organizational effectiveness initiatives.
Experience working within a public sector environment, particularly with government accountability, reporting, or decision-making processes.
Experience developing tools, templates, guidance materials, briefing products, or executive-level decision-support materials. Experience using data analysis and reporting tools such as Power BI, Tableau, Excel, or similar business intelligence platforms.
Knowledge of grant management, contract management, or program oversight frameworks.
