Role Responsibilities
Are you a strategic leader with a passion for finance, people management, and operational excellence? Join the Hinton Training Centre (HTC) and play a pivotal role in supporting the delivery of programs that serve approximately 10,000 visitors each year. This is an exciting opportunity to oversee a multi-million-dollar financial portfolio, lead a dedicated administrative team, and help ensure the continued success of a centre that supports resource management professionals across Alberta.
Reporting to the Hinton Training Centre Director, the Finance & Personnel Unit Lead is responsible for the strategic oversight of HTC's operating budget, staffing budget, dedicated revenue fund, capital requests, procurement activities, contracts, and personnel administration. Working closely with senior stakeholders and corporate partners, this role ensures sound financial management, effective human resource practices, and efficient business operations that support HTC's training and service delivery objectives.
Your key responsibilities include, but are not limited to:
Creating, forecasting, monitoring, and reporting on HTC's operating, staffing, and revenue budgets, as well as capital funding requests.
Overseeing accounts receivable, accounts payable, expense claims, reconciliations, and financial reporting activities.
Managing financial transactions and reporting within systems including 1GX, CAS, CARS, and FIRES.
Monitoring contract administration and ensuring compliance with financial policies and procedures.
Supervising, coaching, and supporting a team of finance and administrative professionals.
Coordinating recruitment activities, onboarding, employee transfers, exits, and seasonal staffing processes.
Administering HR functions in accordance with collective agreements, Government of Alberta policies, and corporate procedures.
Liaising with Human Resource Business Partners (HRBP), Talent Acquisition Services (TAS), Forestry Finance Services, and other key stakeholders.
Developing and implementing operational processes and internal controls that improve efficiency and ensure program delivery requirements are met.
Leading and coordinating procurement activities and projects for the centre in a timely and compliant manner.
Monitoring workloads, setting priorities, and ensuring high-quality administrative and financial support services.

Qualifications
Minimum Recruitment Standard
A 2-year diploma in public administration, business, finance or a related field plus 4-years related experience such as financial accounting, financial budgeting, procurement, administration and leading a team.
Equivalency
Two-way
A related 1-year certificate from a recognized post-secondary institution and 5-years of related experience.
Directly related education or experience considered based on 1-year of education for 1-year of experience; or 1-year of experience for 1-year of education.
Assets
Supervisory experience
Proficiency in Microsoft Office Suite, such as Excel, Outlook, PowerPoint, Teams, and Word, including the ability to design and deliver financial spreadsheets and other spreadsheets for recording of financial budgets, capital projects, and other reporting requirements.
Experience with systems monitoring of contract balances, accounts payable/receivable, vendor information, budget reporting, and other financial reporting (such as 1GX, CAS, CARs and FIRES)
Hiring Resource Management experience such as conflict resolution, recruiting, on-boarding, terminations, leave, and other workplace administrative work.

Notes
This is a permanent, full-time position for 36.25 hours a week, Monday to Friday. The successful candidate may be required to work overtime to support operational requirements, including periods of increased wildfire activity.
Final candidates will be required to undergo a criminal records check (CRC).
