Critical to the operations of government, the Legislative Counsel Office (LCO) is relied upon to ensure the integrity of the drafting of legislations, and to set standards, policies and procedures that bring coherence and consistency to the statues and regulations of Alberta.  The LCO also works closely with the Alberta King’s Printer in preparing all legislative material for publication.

Role

Reporting to the Chief Legislative Counsel, you will:

Support leading Alberta's Legislative Counsel Office, providing strategic leadership for legislative drafting, editorial services, legislative publications, and organizational modernization initiatives.

Assist with leading a highly specialized team of legislative counsel and professionals, fostering excellence in legislative drafting, collaboration, innovation and client service across government.

Oversee the drafting of all Alberta's regulations and orders in council, ensuring legislative instruments are legally effective, clear, accessible and aligned with client objectives.

Assist with or lead and provide expert advice on Alberta's most complex, sensitive, high-profile and time-critical legislative initiatives.

Build trusted relationships with Executive Council, King’s Printer and ministries to

provide legal and drafting advice that supports the achievement of policy objectives and addresses potential problem areas or transitional and enforcement issues.

As Registrar of Regulations you will ensure that regulations are filed and published in accordance with legislative requirements.

As the deputy head of the LCO, your strengths in leadership and creative problem solving will help guide a team of professional legal staff in meeting critical and time sensitive priorities in a dynamic and highly pressurized environment.

Qualifications

You  possess extensive experience drafting bills and regulations with some experience drafting orders in council, deep knowledge of legislative drafting principles, statutory interpretation and the legislative process.  You have demonstrated ability to provide strategic legal advice on complex and precedent-setting matters and an exceptional ability to translate complex policy objectives into effective, legally sound legislative frameworks.  You bring advanced skill in the specialized area of legislative drafting and have significant experience in the operation of government and related legislative and regulatory processes.  An influential collaborator, you have a strong record of building effective relationships and are able to identify, assess and articulate issues and make recommendations to senior leaders.  Advanced written and verbal communication skills with a proven ability to meet high expectations of professionalism, accuracy and responsiveness are essential.

A law degree and membership in good standing or eligibility for membership with the Law Society of Alberta is required.

Salary

$8,040.87 to $10,567.19 biweekly ($209,866.71 to $275,803.66 yearly)

Notes

This is a full-time, permanent opportunity however a secondment/temporary assignment may be considered.
